Add utilities needed for scrybot

This adds:

• a channel-based config system with support for multiple backends
• a custom damerau-levenshtein implementation
• some nice default colors to use in embeds and such
• ci
• a slight improvement to how we check if nostrum is available at compile time
• an emojifier
